This should take you to the version of CAS where you can edit/change everything: physical, Aspirations, traits, cosmetics, whatever. Shift-Click on the affected Sim and select the following option: Modify in CAS.Type "cas.fulleditmode" (again, no quotation marks) and press Enter. You should see a message saying cheats are now enabled (if not, try the "true" version).DO leave the space, but don't type the quotation marks. Type "testingcheats on" and press Enter (some people have to type "testingcheats true").Open the console (press Control+Shift+C).To go into full edit mode (basically taking you back to CAS but giving you full edit capabilities): Perhaps changing haircolors via "change appearance" doesn't make it permanent. What fixed it for me was going into full edit mode and altering the hair colors there. Your game can only do what it is programmed to do. You cannot go by how Sims 3 worked as it had a palette of colors to mix and match any CC hair - Sims 4 does not have that or the programming to do such things. Means if they have CC hair you need the same color version of CC hair for the kids or take the games constant switching of the kids hairs like that and just have to change it back constantly yourself.

But you do have to keep in mind eye color, hair color, etc in kids needs to match one or the other parent. The game programming does not change just because you use CC on some of your sims. Like if they have CC hair - the game is compelled to give the kids the same genetic compounds like hair and eye color the parents have - but if there is no CC hair in that CC for kids - then the game is just going to keep changing your sims hair as it cannot match the parents hair and is programmed to match it.

Genetics could be part of the issue seeing the programming is already in that sim to grow up and possibly have the same things his parents have. You may not be using any CC for him but it does not mean his sim is not affected by the CC his parents may have.
